There is something similar called the decertification index that pretty much every presidential administration has requested an expansion of- but the bitch is that it isn’t available to average citizens. I sincerely hope this changes.
This is not an unreasonable request. What if police officers during a routine traffic stop had to offer a QR code that provided info in their identify and service record, and what if the stop itself was instantly registered with an oversight agency?

Yeah but even if you could do that, it won't do you any good. You won't be able to say, "Hey, this officer has 33 complaints--I want someone else."
