Do a FOIA request to the State Department...and the CIA.
I think her personnel file might be excluded for privacy reasons (ask anyway), but you could ask for any correspondence, information on projects she was working on, etc.
My Grandmother ran for mayor of Daly city (San Francisco Bay Area) as a Black Woman in the early 1970s. She didn't win, but it's that combination of grit and audacity that made her a much loved community matriarch. No matter what the obstacle, once she got her dander up she was going to push.
