One important factor:

Switzerland does not have a de jure Capital. Bern is merely the seat of the government (and it acts basically like capital).

The graphic is still correct, the largest city is not the capital.

(in Italy Rome city proper is bigger than Milan city proper, but metropolitan area and business wise Milan is bigger)

Random question - do all countries have a permanent Capital? In America the founding fathers originally thought it would be a good idea for the Capital (or at least where the federal government met) to change every few years. Obviously that debate lost to the DC crowd but curious if any other countries ever took this strategy.
