Well... everyone seems to be playing chicken with workers, hoping they all run out of food, have their water shut off and are on the verge of eviction.
I bet they think that if they're lucky, they can bring in some new desperate people at a lower rate than the last bunch.
This was the course of action our GM took during the labor shortage: made speeches during team meetings about how working sucks and it's supposed to suck, so everything is normal and just keep showing up for work! The end.
That's six figures worth of problem solving skills, folks.
