He was at the Wisconsin State Fair in Milwaukee probably to do a show. In the front yard of a house across the street from the fair grounds, some guy had set up shop as a tattoo artist during the fair.
As Bobcat was walking by he got recognized by a drunk woman who wanted to get his autograph but didn't have any paper. So, she got him to sign her arm. She then walked up to the tattoo guy, and told him to tattoo the signature where bobcat signed it.
At this point Bobcat starts pleading with her not to get his name tattooed on her body, because she was clearly drunk and would probably regret it. She however insists, and in a final effort Bobcat says "What if you decide you don't like me anymore? That tattoo is forever." To which the woman replied: "That's ok. I'll just get 'Sucks' tattooed underneath it."
