The kicker on this was that after he rolled her car, he didn't rush over to help, he kind of stroll walked over. He didn't ask if she was ok, he immediately wanted to know why she didn't pull over. Then he ordered her to get out instead of waiting for medical attention.
Moving when you're injured can make things a whole lot worse. This cop just wanted to hammer into her that she should have pulled over, he had no concern about her safety whatsoever.
Then again, it's a cop and it's Arkansas. Is anyone really surprised?
A cop attempted to pull me over on a one lane road with no shoulder. There was a tiny strip of land right next to a ditch. I didn’t feel comfortable pulling over there so I drove a minute up the road to a gas station. The cop proceeded to scream at me about not pulling over as I feebly attempted to explain why I waited until the gas station. I now realize that apparently I got off lucky with my ticket.

Dashcam video, obtained by Harper's legal team, appeared to show her slowing, activating her blinkers and changing lanes to the right, so she could eventually pull over, Norwood said.
