Maybe that's why Steve took Wanda under his wing in Civil War. I guess he felt he could relate to what she did and maybe felt responsible for her because of that. Too bad we didn't get to see more interactions between them outside of Civil War.

Steve was the character aside from perhaps Tony Stark that the MCU absolutely nailed. He has the perspective of an honest and just heart that frames him as the man that so many of his peers revere. When Rhodey and Sam are talking about Steve and what the shield stands for, they look up to him because he’s that symbol that stands tall for all of humanity, someone who looks at the world with a lens of humility and honor. Even Zemo acknowledged that Steve Rogers was a special case when it came to the Super Soldier serum. He would not have attempted to directly assassinate Steve because he knew that Steve had no delusions of grandeur that he so clearly saw in Walker and the Flag smashers.
