Looks like its a leased building. My guess is old tenant moved out, and had to return it to "normal condition" as part of their contract. Now its back up for lease.
I remember the story of how a young guy got a job doing graffiti art on buildings in my area when I was younger.
They were spray painting some stuff on the side of a building that faced the highway early in the morning, and the cops showed up and were about to arrest them when the owner showed up. They explained the situation and the guy walked around and looked at it and claimed to have hired them to do the entire side of the building, not just that small section of it. The young man responded that he didn't have a chance to finish, and it went from there. The neighboring buildings also requested the sides of their buildings that faced the highway be done as well, and this stretched for a few blocks. It was awesome and I remember when going to my grandmas house, we always drove by them and I'd think they looked cool.
Unfortunately times change, and some fucking business bought all of the buildings and had them painted over and put up fences put up. It wasn't even something that they said they were going to do, it all happened in the middle of the night and people were upset but it was done.
The coolest one was a pet shop that had the side looking like a bunch of pets shopping and buying toys.
