Can the copper be cleaned and look new or is that a permanent discoloration thy would only be removed by taking a layer off?

This is probably dumb question, but bear with me. It's really cool seeing all these moments in history go from black and white to now colorized, I enjoy it a lot. I guess I was just wodering when a photo such as this one is colorized, are the true colors of that moment in history being shown, or are we just adding what we historically think the colors would have been during that period?
