I suspect it’s because in Celtic and Scandinavian lore, dwarves and little folk are generally associated with craftsmanship. It’s not that far of a stretch from “they’re good at making things” to “they cook well.”

But the elves were described as having the best food Frodo had ever eaten in lord of the rings,(can’t remember the hobbit tbh) and their very based off of the Nordic countries. I know it’s a meme, I’m just a nit picky piece of shit. Also please correct me if I’m wrong.

It's actually the opposite that's true, hobbits and the Shire are quite obviously based off the rural Midlands where tolkien grew up, hence why they like all the things tolkien does, waistcoats, pipes and plain food.

Edit: here's the exact quote 'I am in fact a Hobbit in all but size. I like gardens, trees, and unmechanized farmlands; I smoke a pipe, and like good plain food (unrefrigerated), but detest French cooking; I like, and even dare to wear in these dull days, ornamental waistcoats.'
