A blind woman in my neighborhood puts bags on both her hands and feels around the ground in circular motions till she finds her service dog's poo.

The worst is when people bag their dog's poop because people are looking, but the moment they are alone they chuck the plastic bag on the ground or hang it in a tree or something. It would be better to just leave the poop in the first place.
