Black guy made the correct decision. Keep your hands out of the window, and politely disobey with their contradictory orders. You can not "Keep your hands out the window" while simultaneously "reaching for your seatbelt."

The fact the officer pepper sprayed a fully civil and patient person is ridiculous. The officer did not pepper spray him because he was a threat, the officer was personally offended that a citizen did not instantly obey their nonsense orders. Hell even Danny boy on the right whose been fully indoctrinated by the cop koolaid started to feel bad.
Honestly videos like this perfectly illustrate to even the most skeptical boot-licker that police go overboard. This man was perfectly calm and was still abused.
