Owning a car does not reuqire a license and registration, driving a car on public streets requires a license and registration. The analogy here would be if owning a gun on your private property is not licensed, but carrying a gun in public were licensed and regulated, and it generally is.
This isn't just a nitpick, it's relevant to the analogy. It's not ownership that's licensed , it's usage in public/with public resources.
