The memes are literally about how the Chinese government is bad. I haven't seen any meme that says that the entirety country and its population is bad yet....
This is true, however the Chinese gov has done a thorough job of keeping a lot of the population pretty much brainwashed. So the majority of people who live there agree with what the government does afaik.
