A local wizard disappeared, so the mayor of the town made the wizard's tower a public library (after cleaning out the non-book stuff). A few years go by, and suddenly there's a huge uptick in magically gifted children in the town, who have been reading books from the library. The mayor is credited for this fortunate turn of events, claiming that the books in the tower let the kids learn magic. Nobody suspected that the wizard's soul was trapped in the books due to a failed lichdom ritual, and all those kids are warlocks of the trapped wizard.
