This is in the Philippines. I can pretty much guarantee it's a convenience thing.
Pre-peeling is a decent solution for 'ugly' fruit that otherwise wouldn't sell and would be thrown away though.
Mini carrots are a great example. They were created specifically because the guy would have had to throw away large portions of his crop due to they being misshapen.

This is useful for older people. some people just don't have the strength to peel fruit, and when there's a demand, there's a supply
