So the reason this happens is because the camera’s sensor is set to automatically adjust the brightness of the scene. The sensor can only capture so much dynamic range when the flash reflects back at the lens this much, the sensor overcompensates.
Those adjusting the settings manually might still get a worthless photo, though, because the scarf would blow out like the sun.
