Makes sense. The only two there without doctorates in something are (possibly) The Riddler and (definitely) Killer Croc, and the only one who’s stupid is Croc. We got two doctors of psychology, one... engineer/neuroscientist, a botanist, a programmer/engineer and a circus freak.
