In my family, when they turn about 6-8 years old, garbage duty becomes one of the kid's chores.

Some solid Dad moves to employ:

When they come back in the house, you can shake the empty pizza box at them, "Forget something?" In their teen years, right as they're about to go out to meet some friends, "Hey, take out the trash on your way out!"
