Right before you’re notified that their call volume is too high and it hangs up on you.

EDIT: if you are having trouble getting to the IRS, I do recommend the TAS (tax advocacy service) which is an independent branch of the IRS tasked specifically with helping us to deal with problems with the IRS.

I personally was struggling to get the IRS to recognize a payment I made in October through the IRS payment portal, and the IRS was sending me notices to levy. It took about 3 weeks in all to resolve but they had a voicemail I left a message on, they called me back the next day, then again called me 3 business days later (same person) and assigned a case worker with instructions to call the case worker if I don’t hear back by feb 9th. This very morning (2/9!) I got a call from the caseworker who left me a message that they’d resolved my issue and now I have a credit (huzzah) and would follow up with me on the status of that credit. There are offices in your state, give them a call!

I swore at a phone tree system, and it switched me over to a representative so there's always that option to try. ( It was my bank)
