This matches up with my experience in Sweden 15 years ago. I was doing study abroad there with a bunch of other international students. One day, there was a big festival and thousands of students were out drinking and enjoying music. There was a group of Spanish and Italian students going around asking where they could find some pot, and the Swedish students would just tell them there wasn't any because it's illegal. The Spanish and Italian students were incredulous because that had never stopped them before.
