Easy.

Just build a tower then twist it while bending one end down.

From bbc.co.uk:

"A twisted chimney created by a New York sculptor has been unveiled as a public artwork in a south Wales valley.

Simnai Dirdro (Twisted Chimney) by Brian Tolle is located near the village of Butetown, just off the A465 near Rhymney, Caerphilly county.

Tolle's first permanent UK artwork represents a former ironworks chimney that once stood in the Rhymney Valley.

Hand carved out of steel, the £180,000 sculpture is 16 metres in length and twists eight metres into the air."

I didn't link straight to it because the search result gave me an HTTP address instead of HTTPS, but you can Google it or search on the bbc page for the full article.

EDIT: Thanks to u/CTHULHU_RDT for finding the making-of video. It's polystyrene over a steel frame.
