There should be a minimum "reading and comments" period for Congressional bills. Maybe 24 hours.
For executive regulations through agencies, there's a notice-and-comment period that must be 60 days minimum. (It's one reason why so many Trump-appointee immigration laws got overturned at the court level.)
A filibuster prevents a change in the law by crowding everyone out with too little opportunity or time allowed to the opposition. A reverse-filibuster prevents a challenge or any negotiation on imminent law by crowding everyone out with too little opportunity or time allowed for opposition.
