Historically, Japan never thought they could outright win a war with America. At the time, they were rapidly breaking off chunks of China and struggling to maintain supply lines.

In fact, a large motivation for the war was the US placing an oil embargo on Japan, which further hindered their ability to mobilize, especially over long distances. No serious general thought they could stretch themselves even thinner over the entire Pacific ocean.

I'm sure there were a few ultra nationalist politicians and citizens who thought it could be done, but the actual strategy for those in the war room was to inflict a massive military injury to the US (ie, Pearl Harbor and other lesser known military targets across the Pacific) and essentially bunker down.

They didn't think the US would want to be dragged into a laborious war that would thousands of their young men over an oil embargo to far off nation. They thought it would demoralize the home front and end the war relatively quickly.

They miscalculated.
