So Leopold's kills weren't of the Belgian people, but rather the Congolese. I guess Hideki Tojo's kills were Chinese rather than Japanese? I don't know if I'm right, and it doesn't change things if I am, but it's an interesting distinction between "killed their own" and "killed others".
