It's not a bad idea. But, you're missing core solutions that seemed to originate within the old school Black Panthers.

Police have oversight boards and policy boards. But, those that sit on them are appointed. They shouldn't be. These people should be members of the communities being policed. LEO within the community need be subjected to the rules the community wants, and their accountability.

Immediately: Break from the LEO union or be fired. Beat the crap out of someone? Their family is talking to the board. They decide what happens. It was unjust? The board rallies the community against the prosecutor.

I believe it was either Portland or Denver that just passed such a law. Hawkins proposed the very same this cycle. Sanders, as always, watered it down, but says essentially the same. Do not take their word for it. Use their write-ups to understand why. Make up your own mind.

State licensing, too. Just like attorneys, doctors, CPAs, contractors, etc. If you have to have a state license to cut hair or do nails, you sure as hell should have to have a license to kill people. Whenever there is police wrongdoing, the state licensing board, not the police, would investigate and have the power to remove licenses permanently. Police would have to have liability insurance, as do lawyers, doctors, hairdressers, etc. A police officer who loses his/her license could not simply get a job in the next town or state. Citizens could go online and look up the status of any license.
