You gotta use cross braces. Think "triangles are strong" and put diagonal boards for strength, both in the plane of the sign and perpendicular to it.
You noticed this problem as you seem to have braced it against the fence and used those cinder blocks. Putting these diagonal supports in will increase the strength and eliminate your need for the fence and cinder blocks. Though you might want to just leave them anyways.
