Do you think anyone actually believes they just happened to unluckily call during a surge? No. You just don't see a benefit to spending money on resources for customers whose money you already have.
I’m currently employed but found that my state’s unemployment hotline was constantly experiencing this problem. The fact they couldn’t find a few unemployed people to answer phones during their time of increased call volume shows that they had no intention of doing anything for unemployed people beyond having them dial two to hear more options.
I work in a call center and they refuse to invest in enough people and decent enough software for us to do our jobs well then blame us when we don't meet their ridiculous and contradictory metrics. Its exhausting and stupid and makes me so angry. I work with medical issues to and it fucking sucks to have to make the decision between rushing a sobbing person who is dying of cancer and not getting yelled at for being on a call for more than x minutes
