For the last time, the president doesn't make the budget. Congress makes the budget. The president submits a wishlist and has some leverage because he can veto, but that's it.
Edit: Thanks to everyone pointing out that the budget is not what determines taxes. I guess I'll shift my point. The president doesn't write the tax code. Congress does that. The president has some leverage because he can veto, but that's it.
