You can be sure of one thing : 2020 Republican participation rate will be even higher than 2016. What is less sure : will the Democrats assume that 200K+ deaths and a tanked economy are enough to tank Trump's chances at winning, or will they go vote en masse in order to get him booted?

The sad truth is that the popular vote does not matter at all.
So people can vote en masse but they will not decide the outcome.
Like Trump himself once claimed:
"The electoral college is the worst thing to happen to democracy"
