Isn't that part of the reason why Tenzin and Lin broke up? She said it didn't work out because they wanted different things in life, and since she's childless, I'm guessing that means it was because Tenzin felt he needed to have several kids to keep airbending alive.
If Tenzin didn't manage to settle down with someone, I can imagine him going door-to-door saying "Hello! Would you like to help keep a dying culture alive by mothering an airbender?"
Also imagine the fear Aang felt when his first child turned out to be a Non-bender and his middle daughter was a water bender.
To be honest; I definitely see why Tenzin got a lot more attention devoted to him when he was born. Awful for Bumi and Kya, but keep in mind that until Tenzin was born there was only 1 air bender left in the world...
