Cops also don't have adequate training in animal control so (and I know you all have seen this on COPS) they find something to wrangle the animal (typically some random rope/strap/slinky they found in the backyard and fumble the fuck out of it until the animal is freed, then they all high five each other and the animal climbs the fence of the yard they were called out to and gets creamed by a BMW on the highway just outside the subdivision (the cameras have left by the time this occurs).
