We had a cistern with rings like this on it when I was a kid. I see a pipe there off to the left. So it could be a rainwater cistern instead of a septic tank. Or maybe ours was an old septic tank and we incorrectly believed it was a cistern. We didn't use it.

I doubt it is a casket (or casket cover).
