The Postal Accountability and Enhancement Act of 2006 (PAEA) obligates the USPS to fund the present value of earned retirement obligations (essentially past promises which have not yet come due) within a ten-year time span. It alone is the reason why USPS has been having trouble breaking even for the past few years. No other government corporation or private business is required to meet such an obligation.

For what it's worth, Americans do not distinguish between original articles and amendments. They carry identical weight both legally and culturally.

An amendment is part of the constitution. There is no difference.
