Smart way of harming your employer but not turning the public against you. Hell they might even like you for saving them money.

Services like that are the only ones that can strike and still work. After all, a teacher can't both work and strike. Their work is teaching kids, but the school only gets paid based on the number of kids in attendance with the amount paid depending on other things such as property values, and past standardized test scores. And factory workers can't work and be on strike, since their work directly makes the goods to be sold. Which if they sabotage the machine or merch then the factory might be shut down, which is counter productive to striking.

So good for those buss drivers, they have a good niche.

In Baja Mexico people did something similar. The government put tolls on the only road between two cities. for tourists and expats the toll was no problem. But for locals it was really expensive. So the locals took over the toll booths. They collected donation to support the community but otherwise... no tolls were being taken.
