It's simple really. The owner class needs the peasants to go back to work to make them money. The peasants have this flaw of caring for their young, so they won't go to work unless day care (aka public school) is provided. Ergo, open the schools no matter the human cost so the peasants get back to work. And the sooner the better, because Daddy needs a new yacht.
