Assuming this pandemic was a purposeful attack by China:
If China were to show outright aggression and attack the USA with their army, then, even if China is responsible for the attack, the USA is responsible for its own defense. Like, I'd not go as far as to say the USA would be at fault if China were to randomly attack, but if it happens and China it'd be pretty dumb for the US not to, at the very least, increase its defensive capabilities in some way.
And that's all on the assumption that China did this on purpose, which is already kind of dumb.
