My silly headcanon is that he started doing it as a joke when he was young to fuck with people, then one day he realized everyone who knew it was a dumb joke had died of old age and he was in too deep to quit. But sometimes, in very serious moments, he slips and drops the affectation.
Yaddle throws a bit of a wrench in this, but Master Vrook doesn't speak in "Yoda speak" so who knows?
