It could be a metal test object. That would be put on some of the bags to test if the x-ray that the bags have to pass to make sure there is no metal inside is working. If the x-ray detects metal this bah would be sortet out. That's haw they try to prevent any magnetic things in the bags like splinters or bolts from the machines. Maybe it got in there later or the detector or the sorting Maschine didn't work the way it should. Maybe report to manufacturer to help him avoid danger for other people if his safety devices won't work properly. The crisps might be okay, depending on how sensitive you are. Usually These coins are carried around in the pockets of someone trousers until he uses them.

It's a testing chip. It goes through the metal detectors to ensure they're working. There's a problem here though.

You send X number of testers you get X number back. If you get X-1 or some other number you stop the line until you find your chip. The entire purpose of the test is to make sure that stuff like this--which is supposed to simulate a foreign object--does not get through.

There's usually paperwork to document this. Write to the outfit and tell them what you found and rest assured there will be a shitstorm on the other end.

No idea whether it's safe or not, but I suggest you email the photo to the crisps manufacturer telling them what you've stated here. Also important to include a photo of any identifying codes on the packet that would indicate to them where and when the crisps were made and/or packaged. They will then probably thank you profusely and send you vouchers for more crisps.

I have done this twice for defective packaging (Weetabix and Sainsbury's here in the UK) and they each sent me £5 in vouchers.
