Stormtroopers are kidnapped from a young age, stripped of their identity, turned into slaves and forced to do the First Order's bidding. Cops choose to be cops on the other hand.
Edit: I wrote New Order instead of First Order haha it was late and my brain just wouldn't think of the correct name. Also yeah the kidnapped stormtroopers thing only applies to the First Order, not the Empire.
