If an officer in full riot gear surrounded by dozens more feels so threatened by an unarmed man in his 70s walking up slowly that he sees no other way of handling the situation than shoving him to the ground, then I don't believe that officer should ever be trusted to handle any type of authority or weaponry. He might get startles by a plastic bag floating in the breeze and try to taze it and hurt himself.
