A friend of mine who is also a veteran, had a lot to say about this.
Boiled down, he said that the role of the US military is to protect our citizens from enemy combatants. American citizens are not the enemy- even looters, rioters, etc have Constitutional rights to due process. No quarter means the military would deny Americans their rights and act as executioners.

My dumbass mixed no quarter and quartering troops, so I was wondering what the 3rd amendment had to deal with this
