Alright I just watched it and what she’s saying is that she thinks that the West discard almost new clothes as water (“bottled drinking”) is more expensive that the clothes themselves. This perspective comes from the usual sentiment in India that “bottled drinking” water in the US is more expensive than Cola, hence people prefer to drink Cola instead.

She generalized the “bottled drinking” water to ordinary water that comes through the tap.

I’m Indian and understand the language (Hindi) that she’s speaking in.
