The Daily Populous Saturday May 2nd, 2020 day edition
In Shaun of the Dead (2004) as Shaun goes to purchase a Diet Coke from Nelson ( the convenient store owner who is now a Zombie) he is short 15p and is later seen in the movie begging Shaun for the money
Apparently during that scene the foreign voice on the speakers in the store are actually declaring a state of emergency or something rather, another thing that goes unnoticed by the lead character.
(Edit: I’m assuming he doesn’t speak that language, so I meant another detail in the background that is oblivious to him, but may be detected by the audience)

Is he begging or trying to collect his 15p?

The entire film is Movie Details. As is Hot Fuzz. As is The World’s End.
