The code of Hammurabi predates the Bible. They literally codified morality and to do that you needed a base concept of morality. Any group of early humans who clustered together to farm in Mesopotamia were practicing morality because the success of an endeavor like that necessitates shared principles by the participants. Morality lies in the social good of a group of animals living and working together. Even great apes do that. It isn't a complicated undertaking.
