Some research has indicated that these cards were not issued directly by the government. Apparently back in the day, it was popular to have your social security card remade in metal for durability.

When I was a kid in the 70s, you could send away for these by ordering them from an ad in Parade magazine that came with your Sunday newspaper.

Back then, they didn't even have last names.
