Well, when there was an Ebola outbreak in West Africa, his administration immediately sent a bunch of healthcare workers and supplies to the area of the outbreak to work to contain it.
Now, if the Obama administration hadn't done anything and just waited for an Ebola outbreak to spread to the US before even admitting it was an issue to be concerned about, then yeah, that would have been his fault.
