Sooooo... make it so only companies that fly under the USA flag or are based here in the USA get money.
The cruise lines should go to the specific countries that they fly under for assistance.
The USA citizens that work for those companies should get assistance, however.

Let them fail. Those ships won't magically disappear. They'll sail again under different ownership, the general public will be fine.
