Even before the first bomb was dropped, the government started with some sensible precautions - the distribution of gas masks to households, the evacuation of millions of the most vulnerable people for their protection, establishing shelters for those who couldn’t shelter at home. What about the enforcement of curfews and blackouts? Food and clothes rationing?
During WW2 the nations pets were put to sleep, food and goods were rationed and children were sent away from their parents to live with strangers. Having the pubs shut seems like small fry in comparison.
