I'm wondering if the increase is due to new cases, or simply there's a lot more testing going on and we're catching existing cases.

Edit: as pointed out in this comment, my chart uses the same definition of “outbreak” for each country. The “Day 1” for each country is the first day that country had >100 cases. In the graph with tests per population, it would've been better to have adjusted the definition of “outbreak” so that’s it’s based on the population of that country.
